Cannot share folder access to anyone with the link

Problem
Your are unable to share a folder that is inside of a Shared Drive with Anyone with the link.
Environment
Solution
- Review if the parent folder is Restricted and change it.
- Check that the Drive sharing permissions are allowed to share content outside the organization.
- Check that the Shared Drive settings are set to allow members to share content externally.
Cause
The parent folder was shared with specific people.
