Solution
Devices with Android Go (usually very budget devices with 2GB or less of RAM) do not support mobile management/work profiles.
There are some devices that are not listed under the certified Android devices that can be managed under mobile management. Though you can still try to manage them but they might not work for some since they are not certified.
