How to set the ChromeOS target version update.

Solution
Go to the Admin console.
Click on Devices > Chrome > Settings > Device.
Select the OU needed.
Scroll down until find the Auto-update settings then make sure the Allow devices to automatically update OS version is set to Allow updates then you will see the Target version.
