Problem
Custom settings Open Mobile Alliance - Uniform Resource Identifier (OMA-URI) not applying.

Solution
Ensure that the customer configured the OMA-URI correctly according to the Microsoft documentation unless it's one of the Admin Console policies directly.
If the policy that failed to apply is a custom OMA-URI, make sure the admin is using the correct characters (to avoid encoding issues). A typical scenario is admins using the right quotation rather than a regular quotation character.
