Error received when trying to transfer an account to Google Workspace

Problem
An unmanaged user is unable to accept the invitation to join your Google Workspace account, whenever an attempt to join occurs the following error comes up:
We're unable to create your Google Workspace account right now.
Environment
Google Family
Admin console
Any browser
Solution
The unmanaged user must be removed from the Google Family group that contains it so that it can be added to your Google Workspace account.
If the user is the Family manager then the whole Family group must be deleted.
Cause
Google for Families or Family groups do not allow for their members to join Google Workspace.
