Error "You do not have access to this service please contact your administrator" when to accessing Gmail

Problem
When you try to access Gmail you get the following message:
You do not have access to this service please contact your administrator.
Environment
Solution
- Sign in to the Admin console.
- On the left menu navigate to Billing > Get more services.
- Click on Switch under Google Workspace Enterprise Plus.
- Follow the steps on screen to complete the change.
- Once the new subscription has been added, please go back to Get more services.
- Click on Switch under Google Workspace Business Starter.
- Click on Get started.
Cause
All Google Workspace Essential subscriptions do not include Gmail services.
