Problem
An external non-Google user is unable to upload items into an internal shared folder.

Solution
Workaround
Have the external non-Google user create a personal Google account with the existing email address.
OR
Move the folder to a Shared Drive and ensure the Shared Drive permissions allow for external users to access the items hosted in it. You may also recreate the folder in the Shared Drive.
Cause
It is expected for external non-Google users to not be able to upload items to an internal shared folder owned by a specific user as access to Google Drive is required.
