Problem
Google Play Store is being installed every time a user signs in to a Chromebook.

Solution
Disable the policy DeviceEphemeralUsersEnabled since when enabled it uses half of the device RAM as disk and when the user logs out all data will be discarded.
Log in to the Admin console.
Navigate to Devices > Chrome > Settings > Device settings.
In the Sign-in settings section change the value User data for Do not erase local user data.
