How to allow users to set up their Google Account profile picture

Problem
You are unable to update your Google Account profile picture.
Environment
- Admin console
- Requires administrator permissions
Solution
- Go to your Admin console.
- Click on Directory > Directory settings.
- Click on Profile editing.
- Check the option Profile picture.
- Save the changes.
