How to create a Google Voice administrator user that can only be able to manage Google Voice service.

Solution
Assign the
Google Voice Admin pre-built admin role:
- Go to your Admin console.
- Click on Menu > Directory > Users and click on the username.
- Click on Admin roles and privileges.
- Look for the role Google Voice admin and sign it.
- Click on Save.
