As an admin you should set the Developer tools policy as Never allow user of built-in developer tools and have them disable the Virtual machines (VMs) and developers policy.

- Go to the Admin console.
- Click Devices > Chrome > Settings > Users & browser.
- Select the organizational unit needed.
- Use the hotkeys CTRL + F from your keyboard to display the browser's search bar, type the name of the needed policy and hit Enter to find it.
