Option to share file with a link greyed out or unavailable on Google Drive

Problem

Sharing with Anyone with a link is grayed out or unavailable for a file located in a shared drive.

Environment

Google Drive web

Solution

Sign in to the Admin console.
Navigate to Apps > Google Workspace > Drive and Docs > Sharing Settings > Sharing Options.
Make sure the option Files owned by users in [yourdomain] can be shared outside of [yourdomain] is set to On. This applies to files in all shared drives as well.

OR

Sign in to Google Drive.
Navigate to Shared Drive > Shared Drive settings and confirm if Allow people who aren't shared drive members to access files is selected.
Right click on the Parent folder > Get link and ensure that Restricted is selected.
Do the same for any sub folder.
Right click on top of the file of interest and select Get link > Anyone with a link.
