Solution
Please note that rhis is an expected behavior, Chrome OS flex devices cannot be re-enrolled after a wipe, as described in our Help Center article Differences between ChromeOS Flex and ChromeOS.
About forced re-enrollment
The ChromeOS underlying firmware and hardware were not originally designed for ChromeOS Flex, so devices do not support forced re-enrollment. Instead, we recommend that you prevent unauthorized users from wiping devices. For example, use a secure BIOS or UEFI administrator password, and be sure to disable external bootable media after you install ChromeOS Flex.
