No, when using the Data Restore feature for a Google Workspace user account, the Data Restore feature will allow to have a fixed 25 days time frame to restore users' data. You can restore data by choosing any available date in the From field within the 25 days time frame, but the available 25 days time frame is a fixed amount of days that is always presented.
