Super Admin account unable to access the Admin console

Problem
When trying to access in to the Admin console with a Super admin account, you get the following error message:
Your sign-in settings don't meet your organization's 2-Step Verification policy.
Environment
Solution
- Submit a support case using this Account Recovery tool.
- You will be asked to specify your domain and admin email address.
- Verify domain ownership and the Account Recovery team will assist to recover access to the Admin account.
Cause
The error message appears whenever the 2-Step verification has been enforced without being enrolled to 2-Step Verification.
