Unable to add Google Voice on free Legacy Account

Problem
You are not able to add Google Voice to their free Legacy account.
Environment
Solution
- You must sign up for Google Workspace Business Starter edition, so then the option to add Google Voice is enabled.
Cause
Free legacy account does not have access to Google Voice.
