Problem
You have the Viewer role on a shared drive, and the Download button is unavailable on a folder in a shared drive that has the Allow viewers and commenters to download, print, and copy files selected.
Environment

Solution
- Go to the shared drive that has the folder or file affected.
- Right-click on the folder or file and select the Share button.
- Click on the settings button on the top right side.
- Select the box for the setting Allow viewers and commenters to download, print, and copy file.
- Close the share box.
Cause
File-level restrictions stay in place unless specifically changed or removed from the file. For example, if a file owner sets their file to prevent downloading, copying, and printing, it stays like that after it's moved out of a shared drive, even if those actions are allowed by the new location.
