Unable to generate backup codes for a user as a reseller

Problem

Unable to generate backup codes from the Google Workspace reseller account for a customer's account having issues signing in receiving the error: 
Failed to generate Verification Codes.

Environment

  • Google Workspace Reseller
  • Partner Sales Console

Solution

  1. Sign in as the super admin of the reseller account.
  2. Proceed to generate backup codes for one of your customers.
Note: If you need to have a delegated admin be able to perform this action, you may assign the Super Admin role to that user.

Cause

Generating backup codes for a user from the reseller's end can only be done if you are a Super admin in a reseller account.
