Problem
When trying to restore a user who was deleted over 20 days ago, you are unable to locate it at the Recently deleted filter in the Admin console.

Solution
A user cannot be restored if one of the following conditions is met:
- Twenty days or more have passed since the user account deletion.
- An available user license does not exist for the service or edition that was previously assigned to the user.
- The domain is no longer available or has been moved to a different Google Workspace account.
Cause
You can restore a user account (including administrator accounts) up to 20 days after deleting it. After 20 days, the data is gone and you cannot restore it.
