Unable to turn off 2-Step Verification

Problem
When trying to turn off 2-Step Verification for a specific user you get an error message:

Environment
Solution
- Sign to the Google Admin console.
- Navigate to Directory > Users.
- Above the Users list, click Add a filter and choose User status.
- Check the Suspended box and click Apply.
- In the Users list, hover over the suspended user and click More options > Reactivate.
- To confirm, click Reactivate.
Cause
The user must be active in order for 2-Step Verification to be turned off.
