Unexpected situation occurs when creating users

Problem
When you create a user, the option to change password on next sign in acts the opposite of what it should. It requires password change when you disable it, and does not require it when you enable it.
Environment
Admin console User creation and management Latest Chrome OS and Windows version
Solution
Contact support and report the issue.
Workaround
Sign in to the Admin console . Click on Users. Create the desired new user. Select the opposite option of what you need the system to do.
If you require the password to change on the first sign in, leave the option disabled.
Create the user.
